Dmitry Ivanov
Dmitry Ivanov is a Partner.
He graduated from the Faculty of Law of the Institute of International Trade and Law.
He heads the Public-Private Partnership, Infrastructure and Transport practice.
He specialises in structuring investment projects and transactions, supporting negotiations and concluding investment agreements between public and private parties, including PPP and concession agreements and agreements between state-owned infrastructure companies and private investors. His work also covers special investment contracts, agreements on state guarantees, subsidies and incentives, drafting legislation and regulations and supporting their adoption, negotiations with financing institutions and arranging financing.
PPP projects and legislative work
He led the legal support project for the Ministry of Transport of Russia during the review of a private concession initiative, negotiations on amendments to a concession agreement and the conclusion of an agreement to build a 410 km railway from Kuragino in Krasnoyarsk Territory to Kyzyl in Tuva and the Elegest coal deposit.
He led the legal working group auditing the commissioning of the Platon system.
He advised a client on implementing the Europe–Western China international transport corridor project through a concession.
He developed the organisational and legal model for a Moscow Department of Transport project to create two tram depots under a life-cycle contract.
He advised the state company Russian Highways on motorway construction under PPP contracts: M-11 sections 7–8, Central Ring Road section 1 and the M-4 Don motorway from km 517 to km 544.
He headed the negotiating team in Russian-Chinese talks on the Moscow–Kazan high-speed railway project.
He led a team advising a German financing institution on a project to establish a network of medical clinics in Moscow.
He was a member of a State Duma expert group on amendments to the laws on concession agreements and PPP.
He has been recommended by the Russian rankings Pravo-300 and Kommersant and by the international directories Legal 500, IFLR1000 and Best Lawyers for expertise in structuring PPP transactions and the digital economy.
